The subsequent cooling – in air or molten lead – is rapid since the sections treated are generally small (e.g. wire rods), so that the resulting structure consists of very fine pearlite preferably with no separation of primary ferrite.

No, it does not form lower Bainite in normal transformation conditions. Patenting is a very controlled isothermal heat treatment process which is done to get 100% very fine Pearlite structure. We first heat the Austenite steel in continuous furnace about 150°C above Ac3 to form homo austenite. Then we do rapid cooling till very close to nose of TTT curve approx near 550°C then hold it very long time near this nose temperature. So we get very fine Pearlite. If by any means we have some improper condition some upper Bainite may form but not usually.
