Because Increasing in capacity means increasing the size of oxygen lance/number of oxygen nozzle which cause increasing the flow rate of oxygen which means blowing time remains same as in lower capacity LD.

Guys, the question is not about how to decrease the process time or using related technologies (multi-nozzles are commonly used). Also the total time for Oxygen blowing is almost independent of flow rate and bottom stirring (see dimensionless momentum flow rate equation).
Think about the converter design and property which allows us to use oxygen in a way which makes this property possible.
Hint: Look for Jets.
