No, a base centred cubic is not possible.
There are 2 explanations for this:
The unit cell method: By this if we consider a different unit cell we will end up with Primitive tetragonal system.
2) Symmtery method: The more reliable one, according to this a Cubic system must have 3-fold symmetry. If we rotate a base centred cubic 3-fold(120°),we can see that crystal changes and hence it doesn’t hav a 3-fold symmetry, instead it have a 4-fold symmetry which shows it is Tetragonal system.
So cubic end centred is not possible by either two methods.
