Both are mixtures of different components with different physical and chemical properties but alloys have a metal.

      Steel has Fe metal and other alloying elements and so it’s an alloy.

      Let us assume for sometime your answer is right then if make material with  metal matrix(Al) reinforced with carbon fiber(small volume fraction) then I should call it as alloy or composite?

      It’s a composite.

      I understand I should have explained it properly and missed a point that composites can have metal matrix as base material.

      The main difference alongwith the composition lies in their formation and property. The alloys as steel has different properties than its main alloying elements (Fe is soft ductile initially but with C steel is harder stronger).

      However if you look in composite they retain their original properties as in Al and Carbon fibres the Al as base matrix and Carbon fibres reinforced, they can be distinguished. You can distinguish between Al and Fibres easily. However in steel you can’t say where is Fe and C properly.

      These are also some points which differ between alloy and composite.

      Well I didn't knew about ODS steel but found this. I think this well suits my explanation, look in the process of its formation, we process it in a way to produce homogeneous solid solution. Also composite are heterogeneous mixing.
