Formation of bainite is a slow process. in CCT there will be continuous cooling rate and the time was not sufficient for the formation of bainite in CCT.

there is no isothermal process mentioned in CCT diagram. For bainite formation both isothermal and continuous cooling required.

Bainite is a two phase microstructure, consisting of ferrite and iron carbide. The nucleus is ferrite. The distribution of  the carbide depend on the temperature. Upper bainite is called feathery bainite due to the resemblance with feather of a bird. It forms in the temperature range of around 550 to 400 degree Celsius.

Lower bainite is also called plate bainite, has martensite type acicular appearance as it forms as individual plates adopting a lenticular shape. It forms in the temperature range of 400 to 250 degree Celsius.

Bainite may be obtained by isothermal cooling in the temperature range of 550 to 250 degree Celsius or during athermal  treatments at cooling rates too fast to form pearlite but no too fast to form martensite. In carbon steels the overhanging pearlite nose eclipses the bainite transformation. The result is that austenite on continuous cooling either transforms to fully pearlite, martensite or a mixture of the two. But bainite forms easily in the alloy steels containing elements like Cr, Mo, B etc. These elements retard the transformation of pearlite.  Ability to form bainite increases with greater hardenability of the steel.

Bainite does not form in CCT is because in this cooling mechanism there is very less time available for austenite to transform into bainite due to continous cooling and hence it does not form.
